  17. <p>     Nuclear proliferation and peacekeeping efforts top the
  18. official agenda for the Manhattan summit meeting next week of
  19. the five permanent members of the U.N. Security Council. But the
  20. real reason that Britain, which currently heads the council,
  21. called the summit is to resolve the question of who controls the
  22. Soviet Union's seat. Germany and Japan have been pressing for
  23. permanent membership, and there have been calls for a European
  24. Community seat. British Prime Minister JOHN MAJOR wants neither
  25. to expand the membership nor to dilute Britain's influence by
  26. adding the E.C. vote. Major's solution: lock up Yeltsin's claim
  27. to a seat for Russia as quickly as possible.
